Digital Lasting Powers of Attorney and GOV.UK One Login

We received an email on 16 July 2024 from the Office for the Public Guardian (OPG) advising of changes to not just digital access and sharing of Lasting Powers of Attorney (LPA) information via the OPG from 13 August 2024 but also all other government services such as accessing your information and verifying your identity to people or firms you are dealing with when they come on stream e.g.  for passport, driving licence details.

Currently, you will likely have different logins and passwords for driving licence information (when hiring/buying a car/insurance), passport, LPAs, self assessment, personal tax accounts, state pension forecasts etc.

In short, GOV.UK ‘One Login’ is the new way to verify your identity and sign in to central government services, using the same email address and password.   It does not work with all the main government services that most of us use yet but will eventually allow us to verify who you are to access GOV.UK services and/or share information that GOV.UK holds about you with firms like us that need to verify who you are e.g.  for tax, identity for anti-money laundering, viewing Lasting Powers of Attorney permissions, sharing driving licence information and more.

The services you can currently access with GOV.UK One Login include:

  • Find a UK market conformity assessment body

‘One Login’ = one email address and one password to access/verify who you are and share information for many government services (as and when they come on stream).

“To do this you will need:

  • to prove your identity online (you'll need a UK passport or driving licence)
  • a current UK address
  • your mobile phone registered with the conveyancer
  • the borrower reference supplied to you by the conveyancer

The personal information you provide will be used to process the application and may be used to contact you.”

One Login and Lasting Powers of Attorney

  • 17/07/2020 – LPAs created after this date were allowed to share information about the LPA and who the appointed attorneys by creating an access code that you share with banks, financial services, health care and other professionals so that they can verify who you are, and you have attorney powers.
  • 04/03/2021 – All LPAs created after 01/09/2019 given the same access code functionality to share information on LPAs.  See:  Digital LPAs
  • 13/08/2024 – One Login goes live for LPAs.  You can set up your One Login access to harmonise access to all government services now (when they come on stream) or wait until you sign in after 13/08/2024 where you will be prompted to create your One Login access details anyway.

GOV.UK Can Share Identity Data About You With Your Service Provider e.g.  Us

If you successfully prove your identity, firms like us will receive the following core identity information about you:

  • Your name
  • Your date of birth
  • GOV.UK’s level of identity confidence

Firms can also ask for:

  • Your postal addresses for the last 3 years (GOV.UK checks that addresses are genuine and if they’re associated with fraudulent activity).
  • Your passport details if you prove your identity using your passport.
  • Your driving licence details if you prove your identity using your driving licence.

GOV.UK may ask firms to provide a reason for requesting these pieces of information, so they can avoid unnecessary data sharing.

This is in addition to the data firms will get from the ‘sign in’ part of GOV.UK One Login, which is a unique identifier, an email address, and a mobile phone number, if the user set up two-factor authentication using their mobile phone number.

OPG Suggests Do It Now

The OPG has suggested you login in now before 09/08/2024 to change your email/password access (if you have an LPA account) or keep the same one etc to avoid having to start the whole process of registration with verification keys etc for each service.
