The Government has withdrawn plans to make it a criminal offence for the seller of a property to not have a "seller pack".
The plan was to make it 'criminally' illegal by 2006 for the vendor (the seller of a property) to sell without one of these new packs. The move means that it is likely that the pack will still be a requirement but it will be a 'civil' offence rather than 'criminal'.
In simple terms, it means that you can be sued for not disclosing material facts when selling your home rather than being arrested!
