The Budget smallprint has confirmed
Salary Sacrifice where employees give up pay so that their employer can then pay this into a pension and save National Insurance will be targetted.
Normal salary sacrifice will continue
Loophole Closed
Salary sacrifice where an employee gives up pay but the pay sacrificed is paid into a pension fund in the name of a spouse, i.e. a loophole, will be closed as part of the 2013 Finance Act.
