Chancellor Says FSA Failed To Regulate Banks.

According to chancellor George Osborne a lack of discretion and judgement by the Financial Services Authority (FSA) contributed towards the collapse of the Royal Bank of Scotland (RBS).  He believes that by allowing RBS to buy ABN Amro, the FSA showed a lack of judgement.
