
Home Information Pack (Hip) Deadline Delayed
Homeowners will not be required to produce a home information pack (Hip) until 1 January 2009. The government had initially said sellers would have to have a Hip ready from 1 June this year.
Caroline Fling MP, Housing Minister, announced recently that the temporary first day marketing provision, which allows a house to be on the market as long as a Hip has been commissioned (but not necessarily delivered), would remain in place until the end of 2008.
Our view
An extension to the transitional arrangements until the end of the year makes sense and avoids yet another embarrassing debacle delivered by this Government. We have only known about the requirement to provide a Hip for a few years now, yet because the rules could not be delivered in time, there was not enough time to recruit and train inspectors.
We only wish the Government would change laws after any regulations have been worked out.
