HIPS Suspended Immediately

Eric Pickles, the Communities Secretary has today announced that Home Information Packs have been suspended with immediate effect in England and Wales and that legislation will permanently abolish them.

The reason for the abolition is to help the fragile housing market, removing the need for people wanting to sell their home to pay out hundreds of pounds before putting it on the market.

Sellers will still need to have commissioned an Energy Performance Certificate (EPC) but do not have to have it whilst marketing their property.

Our View: HIPS have just been an unnecessary layer of regulation and cost.  Conveyancing solicitors still do their own checks, doubling up on the work involved.  Energy Performance Certificates are now an EU requirement, hence them remaining with the balance of HIPS being abandoned.
