The Royal Institution of Chartered Surveyors have said that the Government must avoid confusion and define what it means by a clamp down on multiple home ownership. The Government is looking at making householders attempting to buy a second home, get permission for change of use in a bid to stop them pricing local people out of the market.
The Royal Institute of chartered Surveyors believes that the lack of definition could affect people who have a second home for work purposes, such as MP's or university students. One of the measures suggested is to allow councils to levy higher rates of council tax on people with multiple homes, which would have a big impact on the buy-to-let market.
